• General information on higher education

  Higher education in Kazakhstan is offered by institutes, academies and universities. Institutes and academies cater for specialised education in a limited number of subject areas, while universities have a broader range of subjects.

  The legal framework for the higher education system follows the Constitution of the Republic of Kazakhstan and the 2007 Law on Education (last amended in 2022).

• National external quality assurance requirements

  Responsibilities within the national external quality assurance system are shared between the Ministry of Science and Higher Education of the Republic of Kazakhstan (MSHE RK) and accreditation bodies included in the National Register 1. MSHE RK is responsible for licensing, state attestation and monitoring compliance with national legislation while quality assurance agencies conduct institutional and/or specialised (programme) accreditation.

  After they have been licensed and successfully passed the accreditation by one of the registered quality assurance agencies, higher education institutions and programmes are also included in a national register (National Register 2 of accredited educational organisations and National Register 3 of accredited educational programmes respectively). State credentials can be issued only for those students who have completed studies in a HEI and for programme that are included in these registers. In addition, only educational institutions included in the Register will receive state educational grants.

  A fully functioning quality assurance system is in operation nationwide, in which all higher education institutions are subject to regular external quality assurance by an agency that has successfully demonstrated compliance with the Standards and Guidelines for Quality Assurance in the EHEA (ESG) through registration on EQAR

  • Eligibility requirements for foreign agencies: Foreign agencies have to be listed in the national Kazakh register and/or be a recognised entity within one of OECD member states and/or be registered in EQAR.The agencies have to also meet the following requirements:1. to have the resources necessary to fulfil the obligations on accreditation of educational organisations, educational programmes;2. to have the necessary staffing;3. to have at least one Kazakhstani expert within the expert commission of foreign accreditation bodies;4. to have accreditation standards (regulations) that establish requirements for the accreditation procedure.​
